Under the Abortion Services (Safe Access Zones) Act (Northern Ireland) 2023, police guidance now warns that carrying a Bible, reading Scripture at a patient’s bedside, or offering consensual prayer within 100 meters of facilities providing abortions could be treated as a criminal offense. The law prohibits actions that might “influence,” impede access, or cause “harassment, alarm or distress” to protected persons. According to the Police Service of Northern Ireland (PSNI), even passive religious practice—such as a chaplain visibly carrying the Bible—may violate the rules, regardless of intent.
This guidance follows the conviction of retired pastor Clive Johnston, 78, who was fined for preaching on John 3:16 near a hospital. Advocates from The Christian Institute rightly warn that the vague language creates a chilling effect on ordinary ministry. A chaplain comforting grieving parents with Psalm 23 could face investigation. As Ciarán Kelly noted, patients do not forfeit their right to spiritual care simply because abortions occur in the same facility.
Pastor Jonathan Campbell echoed the outrage: “It’s unthinkable that the Bible… could be off-limits on hospital grounds.”
